Role Overview The Director of Heavy Maintenance provides overall leadership, management, oversight, delegation and control of every aspect of the aircraft Heavy Maintenance operation, maintaining safety, regulatory compliance, quality, reliability, cost and schedules within established requirements and expectations. The scope covers Heavy Maintenance Visits (HMV) and other work performed by a Heavy Maintenance Essential Maintenance Provider (EMP), such as drop-in repairs and modification programs. Key Responsibilities Lead the vision of the department with a strong leadership presence and uncompromising promotion of safety and regulatory compliance. Carry out all orders, directives and requests from senior management positively, cooperatively, efficiently and promptly. Lead contract and agreement negotiations between PSA Airlines and Heavy Maintenance EMPs, and ensure decisions and actions serve the best interest of PSA Airlines in all matters relating to EMP services. Administer, supervise and lead assigned staff: set work schedules, direct work assignments, conduct performance appraisals, monitor attendance and enforce compliance with required policies, practices, procedures and processes. Ensure assigned staff are adequately and properly trained to perform their duties safely, compliantly and efficiently. Ensure Heavy Maintenance EMP personnel are adequately and properly trained to perform maintenance, preventive maintenance and alterations on PSA-operated aircraft. Work closely with the Director of Maintenance Planning and Scheduling to formulate and maintain short- and long-term Heavy Maintenance schedules, plans and forecasts. Approve and issue HMV Statements of Work and purchase orders to the Heavy Maintenance EMP, and verify, validate and approve EMP invoicing. Archive HMV records by aircraft and visit, including Statements of Work, approved quotes, invoices, engineering documents, completed work packages, CPCPs, Form 337s and SDRs. Act as the primary point of contact, leader and liaison between the Heavy Maintenance service provider and PSA Airlines. Collaborate with internal resources on decisions covering airworthiness, serviceability and regulatory compliance issues related to Heavy Maintenance. Ensure EMP compliance with all policies, practices, procedures and processes required by the PSA Airlines General Maintenance Manual, the PSA-EMP Airworthiness Agreement and the applicable contract. Direct the development of corrective actions arising from audits and advise senior leadership when corrective actions require changes. Assist in preparing Heavy Maintenance budgets, including forward-looking cost projections and forecasts; keep costs within budget and explain any overspend. Provide reports and briefings on Heavy Maintenance activity and keep the Vice President and Directors informed of any actual or potential conditions affecting work quality, progress, schedule or cost. Work with the Reliability department to monitor aircraft performance after Heavy Maintenance, identify warranty issues and process warranty claims. Monitor inventory levels at Heavy Maintenance EMP facilities so that PSA property and assets are accounted for and available. Lead the strategic direction of on-site HMV representative visits and maintain a positive PSA corporate presence at all EMP facilities. Act as the PSA Airlines leader on the Bombardier CRJ aircraft Structures Working Group, and work with internal departments to identify and implement reliability and cost-saving improvements to the PSA maintenance program. Provide recommendations for improvements to the policies, practices, procedures and methods used by the Maintenance and Engineering department. Work with the Program Manager Customer Experience (PMCE), the Heavy Maintenance Representative Supervisor and the EMP to ensure aircraft are well presented. Take responsibility for the company Security and Safety Management System (SMS) and the associated Safety Risk Management and Safety Assurance outputs. Perform other duties as assigned. Requirements High school diploma or equivalent. Strong understanding of FAA regulations and oversight requirements. Valid passport and willingness to travel to vendor sites in the United States and internationally. Strong communication skills, with the ability to review and present complex situations to leadership and drive solutions. Experience with budgetary management, administration and control. Experience with the management and administration of service contracts and agreements. Program management experience. Proficient in Microsoft Office software. Ability to speak, read and write English. If hired, must be able to demonstrate authorization to work in the United States. Preferred: advanced technical degree in engineering, aviation, business administration or a closely related discipline. Licences & Qualifications Current FAA Airframe and Powerplant (A&P) certification. Experience At least 10 years of experience in vendor maintenance of large transport category aircraft. At least 5 years of leadership experience with direct reports. Additional Information This is a supervisory position. In the incumbent's absence, responsibilities are delegated to the Director of Planning and Heavy Maintenance. No specific authorities are assigned to the role. Work environment: professional office environment using standard office equipment. The role is largely sedentary, but the employee is frequently required to stand, walk, climb stairs, lift up to 25 lbs, use hands to handle or feel, and reach with hands and arms. Security clearance: all employees must pass the fingerprint-based criminal history records check (CHRC) per 49 CFR 1542.209 and a pre-employment drug screen.

Requirements
