Position Summary

The Safety and Compliance Monitoring Manager plays a critical role that requires approval from the local CAA. The primary responsibility of this position is to facilitate hazard identification, risk analysis, and management, offering guidance on safety matters as well as overseeing the compliance monitoring processes to ensure the Company aligns with regulatory requirements, international standards, and organizational policies.
One key aspect of the role involves conducting annual reviews of the Compliance Monitoring System, training policies, and procedures in collaboration with the Accountable Manager. The manager also provides an independent assessment of correction and essential information for the management evaluation of the compliance monitoring system, reporting directly to the Accountable Manager.
In addition, the Safety and Compliance Monitoring Manager supervises auditors, focusing on matters related to quality assurance. This role extends to having access to all parts of the operator's organization and, when necessary, to any subcontractor's organization. The Safety and Compliance Monitoring Manager is appointed by the Accountable Manager and must be approved by the country’s CAA.

Key Responsibilities
The Safety and Compliance Monitoring Manager:
• Maintains the management process of hazard registers, risk assessment, safety risk mitigation, Safety Bulletin, and researches Safety Information based on regulation updates and identified trends.
• Establishes and maintains the Emergency Response Plan (ERP) for the AOC and ensures implementation of ERP drills and exercises.
• Develops and maintains oversight policy for the Airline manuals and operational control of approval process for OMs.
• Provides safety reports on safety performance, occurrence reporting, and monitors safety performance indicators (SPI).
• Ensures communication and coordination with operational managers in the management of operational risk.
• Disseminates information to management and non-management operational personnel to ensure awareness of relevant quality assurance issues and results.
• Schedules internal audits and risk management processes to verify that the Airline carries out its tasks in accordance with regulatory requirements, international standards, and organizational policies.
• Conducts annual reviews of the Compliance Monitoring System, training policies, and procedures with the Accountable Manager.
• Audits subcontractors to ensure compliance with requirements.
• Verifies corrective actions are taken and evaluates their effectiveness.
• Establishes, implements, maintains, and develops a quality system.
• Verifies that standards required by the competent authority and any additional requirements defined by the Company are carried out and met under the supervision of relevant nominated persons.
• Plans and conducts audits and inspections, identifies problems or deficiencies, and proposes alternative solutions in corrective action plans.
• Cooperates with local CAA/AIAS and any other regulatory body on safety and compliance matters.
• Is responsible for implementing, maintaining, and administering the SMS throughout the organization on behalf of the AM and senior management.
• Develops and amends necessary Department manuals (SMSM, CMM, ERPM, MSM) and associated procedures.
• Evaluates SAFA Reports and Controls Corrective Actions Plan/Measures.
• Informs local CAA on SAFA Reports.
• Monitors and assures that identified deficiencies are corrected by responsible line management and that changes are effective.
• Provides management with regular reports and information on audit and inspection results and actions taken as a basis for formal management evaluation of the effectiveness of the compliance monitoring system.
• Plans and ensures adequate training of auditors and all employees involved in quality assurance tasks.
• Promotes a corporate culture in which quality and safety are the first priorities in all activities.
• Ensures communication and coordination with operational managers in the management of operational risk.
• Ensures the performance of the quality assurance program.
• Performs internal safety investigations of serious incidents and/or accidents as appointed by the Accountable Manager.
Safety Duties and Responsibilities:
The Safety and Compliance Monitoring Manager is responsible to the Accountable Manager to support the activities for the safe operation of the Airline through auditing. In discharging this accountability, the manager ensures that:
• Safety considerations are given the foremost priority in the audited activities.
• The explicit Safety Policy and procedures are applied in accordance with Airline’s Safety Management System.
• The organization is compliant with all applicable regulations and standards.
• The safety and operational performance of the Safety and Compliance Department is monitored and optimized.
• All department staff are aware of and accountable for their safety performance.
• Staff are trained, qualified, and competent to discharge their safety-related obligations.
• Human resources management facilitates safe operations.

Key Requirements and Qualifications:︁︌︇️️︀︊︂​︈︎︍️​︁︁️︀​︋︎︄︈​︄︂︄︎︍︁︂︀︀︊︌︅
Education and Experience:
• Master’s degree in aviation management (related field).
• Minimum 3 years working in AOC for EASA approved companies or at least 5 years working in compliance department of EASA approved airlines.
• Knowledge of industry standards and best practices in commercial aviation.
