Lead Software Engineer --Air Traffic

JOB DESCRIPTION:

LEAD SOFTWARE ENGINEERAIR TRAFFIC

TFDM is an FAA NextGen program based on airport surface management concepts developed under NextGen direction. TFDM capabilities will be incrementally deployed to provide efficiencies in the airport surface and terminal airspace by providing new integrated surface traffic control and management capabilities. TFDM functions include: Surface Collaborative Decision Making (SCDM), including departure scheduler and other airport decision tools; Electronic Flight Data (EFD); Enhanced Air Traffic Control Tower (ATCT) Traffic Flow Management System (TFMS); and replacement or integration of multiple systems in the NAS. TFDM will share data among controllers, aircraft operators, and airports so they can better stage arrivals and departures and manage traffic flow within terminal airspace for greater efficiency. Stakeholders will have a shared awareness of flights on the ground and in the air, the ability to exchange data electronically, and a constantly updated picture of traffic volume and airport resources, which will help stakeholders to make flights more efficient from gate to gate. TFDM capabilities will be implemented incrementally over the coming years of the program.

RESPONSIBILITIES:

TFDM is looking for an overall SW Lead who can oversee SW activities and be a deputy to the SW focus manager. The SW Lead is expected to shape SW activities based on the analysis/assessment made on the performance of the teams, with a focus on Commercially Available Software and Custom Off the Shelf Software (CAS/COTS). The following are the responsibilities for a SW Lead:
1. Is responsible to take over the Earned Value (EV) framework set up by the SW focus manager and manage the team performance.
2. Is responsible to analyze, assess and suggest changes to SW focus manager based on metrics collected.
3. Is responsible for CAS/COTS management as detailed below:
CAS/COTS lead to manage/coordinate the CAS/COTS/FOSS products on the program across various functionalities. The CAS/COTS lead is to review the need for the product on the program, make sure the appropriate product is chosen, and review/approve the assessment for the product. The CAS/COTS lead is to interact with end users to evaluate vendor products and make recommendations to purchase hardware and software. The CAS/COTS lead is also responsible to coordinate with the impact with SW/I&T and work with the product teams to assess ILE folks to identify the appropriate time frame based on priorities on the program to implement the change on a test bed and check it out. This is necessary to ensure smooth operation of multi-product, multi-user TFDM product builds with the chosen COTS/CAS products. The lead is responsible for coordinating the actual implementation on various TFDM labs in Gaithersburg, Eagan, Syracuse etc. The CAS/COTS lead will then make recommendations to SW and ILE management to install at all customer sites.
The CAS/COTS lead is also responsible to establish and manage software build installations and backup and recovery for the various COTS products. The CAS/COTS lead is also responsible for collecting metrics on COTS issues, along with the analysis to implement solution for efficiencies.

QUALIFICATIONS:
Requires a Bachelors of Science degree and a minimum of 4-8 years of prior relevant experience or Masters with a minimum of 2-4 years of prior relevant experience.
Good communication and interpersonal skills
Familiarization with the Atlassian Tool Suite, JIRA, and Webstat
Must have proven system engineering skills (SW, CAS and HW), strong problem determination skills, strong troubleshooting experience and ability to solve engineering issues in complex systems, and software installation and configuration.
Demonstrated experience working in Linux platforms and VMWare
Support other tasks as appropriate to support the development/test teams
Previous experience with Air Traffic Management / Tower Control / Aviation software development is desired
